Caistor Town Council: Economic Development Committee 

Minutes of the Economic Development Committee held on Thursday 16th January 2020, in the Meeting Room at the Arts & Heritage Centre, 28 Plough Hill, Caistor. 

Present: Cllrs S Critten (in the Chair), M Galligan, S Gaughan, J Wright, A Clark & J Bowman 

In Attendance: J Hanrahan (Town Clerk).

2. Minutes of last Meeting held on 21st November 2019: Were proposed by Cllrs A Clark and M Galligan, respectively to be true record and this was resolved to be agreed.

Mill Lane Depot: Cllr S Critten outlined the significant progress that had been made on this initiative. At a meeting with Greg Bacon (CX ACIS), Sarah Elvin (Housing WLDC) and Martin Field (EMCLH) Agreement was reached on the way forward following the award of feasibility funds to C&DLT by Homes England. The HE funds will be supplemented by £6k for CTC £8k from WLDC matching funds together with s106 housing funds. Once completed ACIS would fund and seek Planning Permission to build the appropriate scheme. This is envisaged to be 5/6 units with the residual as car parking in association with the scheme together with 20 public spaces.

2-4 Market Place: Funds having been secured from Heritage & Lottery funds, a project manager was in the process of being recruited. The former wool shop was not to be acquired at this stage as funding had only been secured for the original scheme. There is second tranche to be bid for in September and the whole project is likely to take upto two and a half years to complete.

Markets: The Town Clerk advised that due to personal circumstance Lauri Fox had not made much progress on expanding the Saturday Market. He advised however that he is hopeful that new traders will be attracted to the market especially on the last Saturday of each month. It was suggested that the Clerk approach Helen Eastwood for help building the Saturday Market. 

The Wednesday food markets at South Street park were proving popular with traders and diners alike. The next event however, will not be until March. There was discussion at how easily this could be transferred to the Market place with the general view that it is best left at South Street park. The organisers have so far donated £150 to each of the C&DLT and A&HC. 

6. 

Neighbourhood Plan: The Town Clerk and Chairman had met with Steve Kemp (Open plan ltd) who are working with us on the review of the Caistor Neighbourhood Plan (CNP). Initially, they are looking at any strategic issues which we might need to feed into the Central Lincolnshire Local Plan review. Steve will attend future meetings as necessary and the Committee may wish to establish a sub-committee including secondees for CNP business.

Confidential Matters: It was proposed and seconded by Cllr S Critten and Cllr C Clark respectively that the press and public be excluded and it was unanimously resolved to do so.
